Also: modify a bit the API for 32 bits.
The user should not expect RQ to manage more memory
than the 32 bit machine can handle. This means that
some methods should work with and return size_t, not uint64_t

Modified the RAW API (again) to make it more usable.
"bytes" parameter ended up being confusing.

Cli tool should nw be able to ancode/decode properly

Which is really bad. There's probably something
wrong in both the interleaver and de-interleaver.
